Every apparel quote comes with a three-letter Incoterm attached - EXW, FOB, CIF, DDP - and that term quietly decides who pays for freight, who carries the insurance risk, and at exactly which point responsibility for the goods passes from manufacturer to buyer. Getting this wrong does not usually show up until something goes wrong mid-shipment, when it is too late to renegotiate. The four Incoterms apparel buyers meet most often

  • EXW (Ex Works): the manufacturer's responsibility ends at the factory gate. The buyer arranges and pays for everything from there - inland transport, export clearance, ocean freight, import duties and delivery. Lowest quoted price, highest buyer workload.
  • FOB (Free On Board): the manufacturer handles inland transport, export customs clearance and loading onto the vessel at the origin port. Risk and cost transfer to the buyer once goods are on board. The most common term for apparel buyers who have their own freight forwarder.
  • CIF (Cost, Insurance and Freight): the seller additionally books and pays for ocean freight and minimum insurance coverage to the named destination port. Risk still passes at the origin port, same as FOB - the seller is paying the freight bill, not carrying the risk the whole way.
  • DDP (Delivered Duty Paid): the seller manages the full journey including import customs clearance and destination duties, delivering to the buyer's door or warehouse. Highest price, lowest buyer involvement.

Where cost and risk actually transfer

The two things buyers most often confuse are who pays and who bears the risk - they do not always move together. Under CIF, the seller pays for freight and insurance, but risk of loss or damage passes to the buyer the moment goods are loaded at origin, exactly as under FOB. That distinction matters when filing an insurance claim: know whose policy is actually active for a container lost or damaged mid-voyage before you need it.

  • New to importing, want simplicity: CIF or DDP - fewer logistics relationships to manage, priced into the unit cost upfront.
  • Have an established freight forwarder: FOB - keeps freight cost control and carrier choice in your hands, usually the cheapest reliable option once you have the relationships.
  • Buying in very small volumes or sampling: DDP or courier-based terms remove the friction of managing customs brokerage for a shipment too small to justify the overhead.
  • Cost-sensitive, high experience: EXW, paired with your own trusted trucking and export agent at origin, squeezes out the last layer of margin the manufacturer would otherwise charge for handling it.

  • Does the manufacturer have experience shipping to your specific destination market's customs regime, or is this your forwarder's responsibility?
